The Pennsylvania Department of Transportation has begun the process of final design for this project. The project will improve a portion of Library Road, between Sixth/Killarney Streets and Castle Shannon Boulevard in the Castle Shannon Borough.
The purpose of the project is to relieve traffic congestion and improve driver safety by widening and resurfacing approximately 6052 feet, 1.15 miles of Route 88. The existing roadway will be widened to accommodate two 12-foot wide through lanes and a 13-foot wide left turn lane at Sixth Street, Grove Road and Castle Shannon Boulevard. An additional right-turn lane will be constructed at the intersection of Castle Shannon Boulevard. The portions of the roadway between these intersections will be widened to 33 feet to accommodate 2-11 foot through lanes and an 11 foot wide dual center turn lane. A 2'-6” concrete curb gutter will be constructed along both sides of the roadway along with a new drainage system to facilitate the removal of storm water from the road surface.
Updated traffic signals will be installed at Sixth Street, Grove Road and Castle Shannon Boulevard.
In addition, a left turn lane will be added on Grove Road - East (between the Rite-Aid Pharmacy and Sunoco Station).
Retaining walls will be constructed to support the widened roadway.
A one-lane detour is anticipated to occur during the majority of the project construction. The detour will maintain northbound traffic (toward State Route 51). Southbound traffic will be detoured via Route 51 to Route 19 to Connor Road to Route 88. The detour is necessary to construct four retaining walls within the project limits, widen the roadway and also relocate nearly 100 utility poles.
Construction of the project will require narrow strips of property throughout the entire section. Both aerial and below-ground utility relocations will be necessary within the limits of the project.
The current estimated construction for this project is $5.3 million.
